A generation licence authorises the licensee to construct, own, and operate and maintain a generation facility for the purpose of the generation and supply of electricity. The application process is governed by the Electricity Act and involves the submission of an Environmental Impact Assessment and a technical evaluation by ZERA, during which they may seek further engagement with the applicant
Electricity Generation Licence (Own Consumption)A generation licence authorises the licensee to construct, own, and operate and maintain a generation facility for the purpose of the generation and supply of electricity. The application process is governed by the Electricity Act and involves the submission of an Environmental Impact Assessment and a technical evaluation by ZERA, during which they may seek further engagement with the applicant. Since this Generation Licence is for the applicant’s own consumption, they do not pay a Licence Fee.
Electricity Generation Licence (Projects Selling to an Identified Customer)A generation licence authorises the licensee to construct, own, and operate and maintain a generation facility for the purpose of the generation and supply of electricity. The application process is governed by the Electricity Act and involves the submission of an Environmental Impact Assessment and a technical evaluation by ZERA, during which they may seek further engagement with the applicant. Since the applicant has an identified customer, they will also be required to submit Power Purchase Agreements as part of their application.
Electricity Primary Transmission LicenceA transmission licence authorises the licensee to carry on grid construction, operation, and maintenance of transmission facilities within Zimbabwe. The application process is governed by the Electricity Act and involves the submission of an Environmental Impact Assessment and a technical evaluation by ZERA, during which they may seek further engagement with the applicant.
Electricity Primary Distribution LicenceA transmission licence authorises the licensee to undertake the connection of customers for the purpose of receiving a supply of electricity as well as the installation, maintenance and reading of meters, billing and collection. The application process is governed by the Electricity Act and involves the submission of an Environmental Impact Assessment and a technical evaluation by ZERA, during which they may seek further engagement with the applicant.
Electricity Retail Supply LicenceA supply licence authorises the licensee to provide a supply of electricity to its customers and for that purpose to engage in the purchasing, selling and trading of electricity. The application process is governed by the Electricity Act and involves the submission of a Power Purchase Agreement, a Tariff Model and a technical evaluation by ZERA, during which they may seek further engagement with the applicant.

Petroleum Procurement (Import) Licence (New Application)An import licence authorises the licensee to sell fuel in bulk to holders of a retail licence. The application process is governed by the Petroleum Act and involves the demonstration of proof of capacity for transportation and storage of bulk fuel.
